Chatham County District Attorney dismisses murder cases involving former officers indicted for perjury

At a Thursday afternoon press conference, Chatham County District Attorney Shalena Cook Jones announced the dismissal of several serious violent felony cases investigated by former Savannah Police officers Darryl Repress and Ashley Wood.

“While there were many cases to review, and a good number of those cases resulted in pleas, we have determined that several of the cases that were investigated by those officers must be dismissed either because of officer misconduct, under-investigation of cases by the Savannah Police Department, or a combination thereof,” said Jones, who was flanked by Chatham County DA Deputy Chief of Superior Court Brian DeBlasiis and Chatham County Lead Assistant District Attorney Lyle Burnham.

In late May, a Chatham County grand jury indicted Repress and Wood on multiple counts of perjury and violating their oaths of public office. Wood was indicted on four counts perjury and four counts of violating her oath of office. Repress was indicted on one count of perjury, three counts of violating his oath of public office, and two counts of making a false statement.

Before the press conference, Jones said she had contacted the family members of the victims to explain the process to them. “Those families suffer a grave injustice, not just because they lost a family member, but also because the criminal justice process will not be able to secure convictions in those cases for various legal and evidentiary reasons. Our hearts go out to them.”

Which cases were affected by the Wood and Repress indictments?

In mid-December 2023, Jones confirmed to the Savannah Morning News that she was considering prosecuting Wood. In an email in early June of this year, Jones confirmed that the DA's Office was looking into six cases in which Wood and Repress were involved.

On Thursday afternoon, Jones listed six murder cases that she said her office must dismiss due to Wood’s and Repress’ involvement. Those cases included:

State of Georgia v. Marquis Parrish: In April 2021, a Chatham County Grand Jury indicted Parrish on two counts of felony murder charges, malice murder, aggravated assault, armed robbery, and possession of a firearm during the commission of a felony.

On June 16, DeBlasiis dropped murder charges against Parrish, who had been charged in the 2021 murder of 23-year-old Charles Vinson.

According to court documents, Wood obtained 34 search warrants related to the investigation between early May and early June 2021. Wood was fired from SPD in July 2023 for falsifying information , including security footage and text messages, in multiple search warrant applications tied to the Vinson murder case. The indictment accuses Wood of knowingly making false statements relevant to probable cause in obtaining search warrants for multiple, separate crimes.

State of Georgia v. Stanley Hall; State of Georgia v. Jerell Williams ; State of Georgia v. John Baker: On Aug. 10, 2021, a Chatham County grand jury indicted Stanley Hall, Jerrell Williams and John Baker on charges of malice murder and felony murder. The charges stem from an April 13, 2015, triple homicide of Anderson Mells, Gary Mells and Johnny Green inside a home on 36th and Live Oak streets. Repress was the lead detective listed on the indictment.

On Sept. 28, 2023, SPD terminated Repress after an internal affairs investigation found that he had a relationship with a convicted felon, according to documents obtained via open records request by the Savannah Morning News. An internal affairs investigation, launched in August 2023, stemmed from allegations that Repress was having a relationship with a woman, Phatemia Bigham, whom he also was using as a confidential informant.

State of Georgia v. Rakeem Carlton; State of Georgia v. Gilberto Mojica-Ravelo: On March 1, a Chatham County grand jury indicted Gilberto Mojica-Ravelo for malice murder, among other felony charges, stemming from an incident that took place in 2016, when Hannah Brown was shot and killed on New Castle Street, according to previous Savannah Morning News reporting . The grand jury also indicted Rakeem Carlton for a violation of the street gang terrorism act, aggravated assault, and possession of a firearm during commission of a felony, for the same 2016 incident.

On Aug. 22, Burnham filed a motion to not prosecute, explaining that “the State does not feel that it can proceed to trial and prove this case beyond a reasonable doubt.”

In which cases were pleas reached?

Jones also listed cases investigated by either Wood or Repress that were resolved by plea or a reduced charge. Among those cases:

State of Georgia v. Aalyiah Duncan; State of Georgia v. Carlos Roundtree; State of Georgia v. Javaris Roundtree: The Duncan and Roundtree cases were tied to the 2021 murder of Vinson. Duncan pleaded guilty to voluntary manslaughter. On June 21, Duncan’s charges were reduced to voluntary manslaughter, and she was sentenced to 20 years, including three years to serve and 17 years on probation.

The DA's office did not prosecute Roundtree on murder charges, and a Chatham County grand jury reindicted Carolos Roundtree on April 27, 2023, for tampering with evidence tied to the same crime. Roundtree pleaded guilty one day later and was sentenced to 10 years, including two years to serve and eight years on probation.

Javaris Roundtree pled guilty to voluntary manslaughter and was sentenced to 20 years to serve.

“Let me state first and foremost, that in addition to our sympathies that go out to the family members of these slain victims, our sympathies also are with their friends and community members whose lives were impacted by the loss of a loved one," said Jones, adding that these are the cases that keep her up at night. "No one, not anyone, no matter, race, color, creed, gender, class, zip code, affluence, school or any other affiliation deserves to meet a tragic end too soon by becoming a victim of violent crime. And this is why our office has worked so diligently to dedicate its highest and best resources to the full investigation and prosecution of these offenses.”

The press conference comes a little less than two months until Jones faces a reelection contest against Andre Pretorius, a Republican and a former deputy chief assistant for the Chatham County State Court . He now works part-time as an assistant Chatham County attorney. Jones and Pretorius will square off during a candidate forum on Sept. 16, hosted by the League of Women’s Voters of Coastal Georgia at the Coastal Georgia Center, 305 Fahm St.

Researchers develop 3D-printed wood from its own natural components

R esearchers at Rice University have unlocked the potential to use 3D printing to make sustainable wood structures, offering a greener alternative to traditional manufacturing methods.

Wood has historically been marred by wasteful practices generated during shaping processes, driving up costs and environmental impact. Now, researchers in materials science and nanoengineering at Rice have developed an additive-free, water-based ink made of lignin and cellulose, the fundamental building blocks of wood. The ink can be used to produce architecturally intricate wood structures via a 3D printing technique known as direct ink writing.

The work was recently published in the journal Science Advances .

"The ability to create a wood structure directly from its own natural components sets the stage for a more eco-friendly and innovative future," said Muhammad Rahman, an assistant research professor of materials science and nanoengineering at Rice. "It heralds a new era of sustainable 3D-printed wood construction."

The implications are far-reaching, potentially revolutionizing industries such as furniture and construction.

"Unlike previous attempts, this method exclusively uses nanoscale wood components for 3D printing, marking a significant advancement in the field," said Pulickel Ajayan, the Benjamin M. and Mary Greenwood Anderson Professor in Engineering and professor and chair of materials science and nanoengineering.

The university's research focused on optimizing the composition of the ink by adjusting the ratio of lignin, cellulose nanofibers, and nanocrystals while maintaining the natural lignin-cellulose balance, according to both M.S.H Thakur and Chen Shi, lead co-authors on the study.

Although lignin is one of the most abundant biopolymers on Earth, it is the least-valued product in industries, noted Amit Naskar, a project collaborator and senior research and development staff at Oak Ridge National Laboratory.

Post-printing, comprehensive analyses were conducted to assess the surface and internal structures of the 3D printed wood, comparing it to natural wood counterparts. The payoff not only exhibited close similarities to natural wood in texture but also in scent and strength.

Additionally, mechanical tests were performed to evaluate compressive and bending strengths, revealing promising results that surpassed those of natural balsa wood.

Aria Global proposes Rs 300 crore investment in Andhra for biosynthetic wood, hydrofoil boat facilities

VIJAYAWADA: Aria Global, a Singapore and Spain-based company, has proposed to set up a biosynthetic wood manufacturing unit and a hydrofoil boat production facility in Andhra Pradesh, with an estimated investment of Rs 300 crore.

On Thursday, Aria Global’s executive director, Sampath Kumar, met Minister for Roads & Buildings, Infrastructure & Investments BC Janardhan Reddy, at the State Secretariat. During the meeting, Kumar expressed the company’s keen interest in setting up these two ventures in the State.

Kumar explained that the firm produces biosynthetic wood from plastic waste, a process that has been successfully implemented in several locations. He highlighted that the biosynthetic wood closely resembles natural wood in appearance and offers environmental benefits. By utilising this material, the company aims to reduce deforestation and lower costs across various sectors.

In addition to the wood manufacturing unit, Aria Global is also engaged in the production of hydrofoil boats using advanced technology. Kumar informed the Minister that the company has held successful discussions with the Indian Navy regarding the supply of these boats, and a final decision is currently under consideration by senior Navy officials. He emphasised that hydrofoil boats, which are faster and safer than conventional vessels, would be particularly useful for coastal patrolling, making Andhra Pradesh an ideal location for their production.

Kumar assured Janardhan Reddy that Aria Global is prepared to invest Rs 300 crore in these projects, contingent on receiving the necessary support from the State government. He also presented detailed proposals outlining the firm’s plans.

Minister Janardhan Reddy assured the executive director that the proposals would be brought to the attention of Chief Minister N Chandrababu Naidu, and he promised full cooperation from the government to facilitate these investments.

Hydrofoil boat making unit

Aria ED expressed interest in setting up two industrial units in the State. One of them is a production unit of hydrofoil boats. These boats are faster and safer than conventional vessels, particularly useful for coastal patrolling, making Andhra Pradesh an ideal location for their production, ED Sampath said

A yacht being refueled at a Wildwood marina on Thursday afternoon was heavily damaged in a blaze witnesses say was caused by an explosion.

The fire broke out on a 40-foot yacht at the Schooner Island Marina, according to on-scene reports. It remains under investigation, first responders said.

An eyewitness said the yacht was refueling at the time the fire started. The McKee Group, a Pennsylvania-based developer that owns the marina, did not immediately respond to a request for comment.

Billowing clouds of smoke were still visible around 2 p.m. as police and fire officials responded to the incident. According to local police at the scene, New Jersey State Police are handling the investigation.

Schooner Island Marina, where visitors can find restaurants and fishing excursions, was filled with patrons watching from afar Thursday afternoon.

Susquehanna Avenue was blocked off near the marina, detouring traffic around emergency fire trucks and ambulances. Firehoses snaked through the marina’s parking lot, creating an obstacle for bystanders.

The scent of gasoline could be detected throughout the marina.

Paul Daiber, who stores his boat at the marina, was fishing at the end of the deck opposite from where the yacht that caught fire was moored.

In 25 years of keeping his vessel there, this was the first time he’s witnessed a boat explosion.

“It’s scary,” Daiber, 64, said while sitting on a truck hatch about 200 yards from the emergency scene.

Daiber described the explosion as a powerful thud and turned around to see the boat on fire. Debris from the vessel were sent into the air and onto nearby docks, Daiber said.

Meanwhile, bystanders raced to find fire extinguishers. Once firefighters arrived, crews tried dousing the blaze that turned into an inferno that could be seen from across the marina, he said.

Blocks away, beach goers snapped photos of plumes that towered into the sky and were pushed by winds.

“It just progressively got worse and worse until it erupted in flames,” Daiber said.

No further information from officials has been released at this time.

The detoured road was reopened to traffic around 5 p.m. Thursday, Wildwood police said.

New military photo captures a NATO warship taking out an explosive-packed drone boat during a Red Sea rescue mission

• A commercial tanker vessel came under attack in the Red Sea on Wednesday and was left stranded.
• When a French warship was sent to rescue the crew, it had to fight off a hostile drone boat.
• The incident follows months of Houthi attacks on merchant ships in the area.

A new photo released by the French military on Thursday captures one of its warships battling an explosive drone boat during a rescue mission in the Red Sea.

The European Union's counter-Houthi mission, known as Operation Aspides, said that it dispatched a French frigate to rescue the crew of a wounded commercial tanker following an attack on Wednesday that left the vessel without power and stranded in the water.

As the frigate arrived in the area, the warship detected another incoming attack on the oil tanker from a drone boat "heavily loaded" with explosives and destroyed the threat on-site, the French military said Thursday .

The military said that the frigate then evacuated more than two dozen crew members from the tanker, which is presently anchored in international waters.

The French armed forces did not specify who was responsible for the incident, but it follows months of regular attacks by the Iran-backed Houthi rebels on merchant shipping lanes in the Red Sea and Gulf of Aden with unmanned systems and missiles and drone boats in assaults like this. The Houthis have not claimed responsibility for the initial or follow-on attack on the tanker.

On the latest incident, the United Kingdom Maritime Trade Operations, an element of the Royal Navy, said that gunmen in small watercraft opened fire on the Greek-flagged MV Sounion as it was sailing through the Red Sea on Wednesday. The vessel was later struck by several unidentified projectiles.

The attack left the Sounion without power and adrift off the coast of Yemen, prompting the French rescue mission. Operation Aspides said on Thursday that the crew was transported to the nearest safe port of call in Djibouti.

"The lives of seafarers and freedom on the high seas are nonnegotiable values and their protection is a key objective" of the security mission, Operation Aspides said.

But the European Union warned that the Sounion and the loads of crude oil it's carrying "now represents a navigational and environmental hazard. It is essential that everyone in the area exercises caution and refrains from any actions that could lead to a deterioration of the current situation."

The incident appears to be the latest successful attack on a Red Sea vessel. The Houthis have struck a number of merchant ships since they began their campaign last October, even sinking at least two of them.

US and European naval forces operating in the Red Sea and Gulf of Aden have been tasked with intercepting Houthi missiles and drones , and the American military frequently carries out strikes in Yemen targeting rebel facilities and weapons.

US forces destroyed a Houthi surface-to-air missile and radar system earlier in the week , the Pentagon announced on Wednesday.
