Safer Waters is a Charity offering a unique service in Northern Ireland, established in 2020 to provide a Safety Boat service for water-based community events. We are also an RYA Training center offering Powerboat PB2 courses

RYA Powerboat Level 2

  • Required experience – None
  • Minimum duration – 2 days
  • Minimum age – 12, but a commercial endorsement cannot be obtained until the age of 17
  • Content – Launching and recovery, boat handling, securing to a buoy, anchoring, leaving and coming alongside, man overboard
  • Format – This course is based in the classroom and on the water

RYA Powerboat Level 2 Course provides the skills and background knowledge needed by the competent powerboat driver and is the basis of the International Certificate of Competence. It aims to teach boat handling and seamanship in powerboats. It focuses on low-speed close quarters handling, man overboard recovery, an introduction to driving at planing speed, and collision regulations. This course is held over two 8 hour days.

  • Launching and recovery Use of a trailer or launching trolley Consideration of launching and sea conditions, including hazards and obstructions Number of persons required to launch/recover Construction, width and condition of slipway Prepare the boat, lines, fenders, safety equipment, fuel tanks, lines and secure gear on board
  • Boat handling Loading: effect on handling and performance, effect on balance and trim, CE Plate and manufacturer’s recommendation Displacement boats: handling ahead and astern, carrying way Crew members: minimum number in high speed craft, keeping a look-out Awareness of other water users, including effect of wash Steering, controls, effect of current or tidal stream High speed manoeuvring: planing, trim tabs and power trim Planing boats: propeller angle and immersion, shallow drive, high/low speed handling, tiller/console steering Carry out pre-start checks, engine starting and stoppping Demonstrate the use of an appropriate length kill cord at all times Carry out low speed manoeuvres including: turning in a confined area, effect of wind on bow and holding off. Demonstrate an awareness of the danger of flooding when going astern Carry out high speed manoeuvres including S-turns and U-turns

Parameters of the Powerboat Level 2 Commercial License

The maximum distance allowed is 3 nautical miles from a designated departure point e.g. Seahouses to Crumstone Island.

License Requirements

To obtain a commercially endorsed Powerboat Level 2 license, candidates must fulfil requirements including completion of specified RYA courses, possession of a medical fitness certificate, and demonstration of relevant experience in powerboat operation.

In order to apply for a commercial license, you must have met the following requirements:

RYA Powerboat Level 2

RYA Sea Survival or STCW Personal Survival Techniques

RYA SRC (VHF) or GMDSS General Operators Certificate

RYA First Aid or STCW First Aid or Seafish First Aid

(You'll have to provide all paperwork/licenses)

A valid ML5 or ENG1

(Please make sure your medical fitness certificate is in date. We cannot provide you with an ML5 or ENG1 medical. However, we recommend looking at the list of UK based MCA approved doctors . The average cost is around £100.)

At least one season (minimum 100 hours) as crew or skipper on a boat

(While providing sea time evidence like a logbook is not mandatory for the Powerboat Level 2 commercial license, possessing relevant experience is highly recommended)

Minimum Age:

17 years old

(Although you can take the Level 2 course at age 12, the minimum age for a commercial endorsement is 17 years old)

RYA Level 2 Powerboat Handling

RYA powerboat courses are primarily for those using small powered craft such as RIBs, dories and sportsboats that don't generally undertake long or offshore passages.

The types of commercial craft requiring this level certification are typically: charter fishing boats, small passenger launches, thrill ride operators, harbour patrol launches, construction site safety boats etc.

If you will be using larger boats with accommodation and the capacity to cruise or work further offshore you are likely to need a certificate within the motor cruising programme such as Day Skipper, Coastal Skipper or Yachtmaster Offshore.

If you need a Level 2 Powerboat Handling certificate in order to work on a commercial craft subject to the MCA's codes of practice, you will need to get it commercially endorsed . You can then work on commercial vessels up to 24m in length, operating in category 6 waters - that is up to 3 miles from a nominated departure point in fine weather and daylight hours.

The RYA Powerboat Level 2 course is designed for operators of small powered craft, such as RIBs, dories, and sportsboats, which are typically used close to shore and do not undertake long or offshore passages. The Powerboat Level 2 course provides comprehensive training for basic competence in powerboating, including launching, mooring, anchoring, recovery, and essential boat driving skills. This course is suitable for complete beginners and requires no prior experience or assumed knowledge. Importantly, completion of the Powerboat Level 2 course is a prerequisite for applying for your International Certificate of Competence, essential for boating in international waters.

Course Details:

Duration: 2 days, with shorter assessments available for experienced drivers.

Minimum Age : 12 years for training; commercial endorsement available from age 17.

Outcome : Participants will become self-sufficient powerboaters, aware of their own limitations and those of the craft, in favorable conditions.

For those intending to work on commercial vessels subject to the MCA's codes of practice, obtaining a commercially endorsed Level 2 Powerboat Handling certificate is necessary. This endorsement allows you to operate commercial vessels up to 10 meters in length within category 6 waters—up to 3 miles from a nominated departure point during fine weather and daylight hours.

The RYA Powerboat Level 2 course is designed for anyone who wants to start their exciting and adventurous powerboat journey the right way!

With little or no prior knowledge of being on a RIB, the two-day RYA Powerboat Level 2 course will give you the building blocks you need to start your journey.

With training from qualified RYA instructors on board our boat, this 2 day beginner / novice friendly course runs all year round at our RYA Training Centre with immediate access to the open water of the Solent

What we cover on the course:

This course is perfect for when you go on holiday and hire a small powerboat to nip from port to port, or explore those secluded beaches and bays in those hot climates.

This course teaches the basics of boat handling, safety and navigation, and skills at planing speed.

The Powerboat Level 2 course gives you a comprehensive grounding and a good skill-set that will put you in good stead to skipper a powerboat on your next boating trip.

Our RYA Powerboat Level 2 courses have a ratio of three students to one Instructor.

During the course you will cover:

  • Collision regulations and rules of the road
  • Knowledge of safety equipment
  • Turning in confined spaces and close quarter handling
  • Coming alongside a pontoon and securing to a mooring buoy
  • Man overboard techniques
  • Planing speed manoeuvres
  • Pilotage and passage planning

This course is suitable for anyone with or with out boating experience as this covers the basics of what you need to safely take you and your family / friends out for a days powerboating.

In the UK or abroad with the Powerboat level 2, it will allow you to convert the certificate into the International Certificate of Competence (ICC) which is what you need to charter a boat outside of the UK.

It’s the perfect course for getting into boating and putting a toe in the water.

MCA Powerboat Level 2 Commercial

What is the aim of commercial powerboat level 2 programme.

Powerboat Level 2 (Commercial) training and certification will enable you to drive a small powered craft commercially in the UK on Coastal (and some inland) waters. It will also qualify you to drive a UK flagged commercial craft overseas. The basic qualification is known as the MCA / RYA Powerboat Level 2 Certificate of Competence or RYA Powerboat Level 2 with Commercial Endorsement or PB2 Commercial. This 5-day programme consists of the 5 modules required to attain that qualification.

HOW LONG IS THE COMMERCIAL POWERBOAT LEVEL 2 PROGRAMME?

5 days – 0915 to 1700 hrs. These are usually five consecutive days but can be broken up if required. Plus there is a short online course

WHAT ARE THE PRE REQUISITES FOR THE COMMERCIAL POWERBOAT LEVEL 2 ?

  • Minimum age of 18 years
  • ML5 or ENG1 medical  by a Doctor*
  • No previous experience required

*The ML5 Medical can be carried out by your GP: it takes about twenty minutes. Your GP will probably charge for this.

This programme is effectively made up of 5 shorter courses, We dual certify your First Aid so you are qualified ashore as well as afloat. You therefore leave us with 6 certificates.

Certification validity: Although this qualification holds no expiry date it is recommended that if you have gone through a prolonged period without driving a boat you attend a skills refresher for both your safety and peace of mind.

Certification: Royal Yachting Association (RYA) Powerboat Level 2 National Certificate with Coastal Endorsement.

Location: Meeting point Portishead Marina.

  • Day 1: Portishead Marina –  Newfoundland Way, Portishead, Bristol, BS20 7DF (0900hrs – 1700hrs)
  • Day 2 : Bristol Channel (Timings will vary dependant on tide times)

Prerequisites:  A minimum age of 12. Candidates under the age of 16 will be issued with an endorsed certificate stating that they must be accompanied by an adult.

Duration:  2 days

Cost: £315 per person inc vat. This includes all manuals and certification.

The RYA Powerboat Level 2 course in Portishead Marina , run by South West Maritime Academy,  is aimed as an introduction to power boating with the course covering a much wider range of topics than the level 1 course.

The Level 2 course now only covers the basics of boat handling, mooring and harbour etiquette but also leads onto manoeuvres at speed and man overboard recovery, making it both thorough and practical for anyone wishing to use or hire a powerboat for personal use or on a holiday.

There are no pre-requisites for the course but it aims to provide a good, broad base of experience for anyone who wants to take a powerboat out on their own.

As with all of our courses the days will be mainly practical and hands on to give you the best experience, skills and confidence in the handling of powerboats.

RYA National Powerboat Level 2 – Direct Assessment

The half day is to assess your powerboat handling to the standard of the National Powerboat Certificate Level 2. The assessment can take place using a number of different boat types including both planning and displacement. If you are successful your certificate will be endorsed to show the type of vessel the assessment took place in.

Course Duration: 1/2 day

Minimum Age: 12 years old – 12 to 16 years old will receive a Level 2 certificate which will be endorsed – “The holder should only use powered craft under the supervision of a responsible adult”.

The direct assessment will follow the guidelines as described in the G20 Logbook and is a Pass / Fail assessment. You should note that this is an assessment only and candidates should ensure they are prepared for a practical and theory assessment.

If you are concerned about the assessment please contact us to arrange a bespoke ½ day revision day going through skills required prior to the assessment in the afternoon.

You will be assessed on the following elements:

International Certificate of Competence - ICC

Many European countries require the skipper of a vessel to be able to provide evidence of his or her competence. In practice documentary evidence may seldom be inspected, but it is generally useful and in some countries essential to carry an ICC.

So is the ICC required or recommended?

The requirement is solely dependant on the country you are visiting. You may find that some only require it for inland waters where others only require it for coastal waters. However you will find some require it for both.

In very general terms an ICC is required for the inland waterways of Europe and for inland and coastal waters of Mediterranean countries. For the coastal waters of Northern Europe the ICC is generally not required, however to all of these generalisations there are exceptions.

Eligibility

Minimum age.

The ICC cannot be issued to anyone under the age of 16. Therefore please only apply for the ICC if you are age 16 or over.

Nationality

The RYA is permitted to issue the ICC to British nationals and residents. You are a British national if you are one of the following:

  • A British citizen
  • A British Overseas Territories citizen
  • A British overseas citizen
  • A British national (overseas)
  • A British subject
  • A British protected person

Evidence of residency is required for non-nationals this is usually a photocopy of a driving licence, utility bill, Council Tax bill, bank statement or similar. Further authenticated evidence of residency may be requested.

Do I need any previous experience?

No both level 1 and 2  powerboat courses are suitable for complete novices. The instructor will take you through everything one step at a time working at your pace.

Can I use my own boat for the course?

Yes we can instruct using your own boat which will have to be suitable for the course, insured and carry all the correct safety equipment. Pricing for this is calculated on one instructor and an additional fee per student.

Can I wear my own waterproofs and lifejacket?

Yes – As long as the clothing or equipment is fit for purpose and serviceable. The instructor will make the choice on the day upon inspection. You may be asked to wear one of ours if there is any doubt in the serviceability of what you have brought.

The start of the RYA Powerboat Scheme. There is no need to complete this course before going for the Level 2, but it can provide a useful starting point for younger powerboaters.

This course covers the practical use of pilotage and passage planning by day on coastal waters using both traditional and electronic navigational techniques.

This course builds on the foundation knowledge of the Level 2 Powerboat Handling course and is suited to those who aim to drive larger more powerful powerboats. During the two days you will cover, cruising at planing speed and more advanced boat handling. It is recommended for anyone considering moving on to the Advanced course.

Assumed knowledge:

Candidates should be competent to the standard of National Powerboat Certificate Level 2 with coastal endorsement. The course may be conducted on a planing or displacement boat.

Knowledge to the level of Day Skipper theory is recommended. It is strongly recommended that candidates hold a first aid certificate and a VHF/SRC operator’s certificate.

This course is for leisure and professional boaters wanting to undertake more adventurous trips by day and night.

Anybody undertaking this course must have the practical skills of the Intermediate course and knowledge of navigation to at least the standard of the Coastal Skipper/RYA Yachtmaster Shorebased course.

This course is designed to give you the best chance of passing your Advanced CoC Exam, which will be examined by an RYA Examiner who has not taken part in the course.

The theory days will refresh your existing knowledge of IRPCS, buoyage, navigation and other topics that can be examined. The two day Advanced Powerboat course will get you practically ready for the afloat activities.

Candidates should be competent to the standard of the Intermediate Powerboat Certificate with a thorough knowledge of navigation and chart work to the level of the Coastal Skipper/RYA Yachtmaster Shorebased certificate. It is strongly recommended that candidates hold a first aid certificate and a VHF operator’s certificate.

RYA Tender Operator

Originally intended for operators responsible for ferrying passengers between Superyachts and the shore, this course is very useful for anyone operating a powerboat day or night with responsibility for carrying passengers.

Designed in conjunction with the Professional Yachting Association (PYA) this course is intended to build upon a candidate's basic powerboating knowledge and skills.

Attendees will gain confidence in their ability to manoeuvre a powerboat more smoothly but the real benefit is the emphasis on learning important skills in pilotage, both day and night, and passenger carriage and management.

The course includes plenty of time to practice working with a crew member and operating short-handed.  In navigation terms, the emphasis is on short ship-to-shore transfers by day and at night.

Passenger safety and comfort, daytime pilotage, night time pilotage, emergency situations, associated theory.

RYA commercial endorsement

What certificates can i commercially endorse.

Commercial Endorsement is required to  work , as skipper, on a British flagged vessel that takes “paying passengers”. A commercial vessel can be defined as:

“A motor or sailing vessel in commercial use (i.e. Charter) for sport or pleasure, carrying no cargo and not more than 12 paying passengers.”

You are able to apply for a Commercial Endorsement on any of the following qualifications:

  • RYA Powerboat Level 2
  • RYA Advanced Powerboat   Certificate of Competence
  • RYA Day Skipper Practical (Power or Sail). You must have completed RYA Day Skipper Theory too
  • RYA Yachtmaster Coastal Certificate of Competence
  • RYA Yachtmaster Offshore Certificate of Competence
  • RYA Yachtmaster Ocean Certificate of Competence

How do I apply for commercial endorsement?

Send the following items to RYA Certification, RYA House, Ensign Way, Hamble, Hampshire SO31 4YA:

  • ENG1 or ML5 medical .
  • Your original certificate that you intend to get commercially endorsed.
  • Professional Practices and Responsibilities course , known as PPR. Note, that the PPR qualification lasts for life.
  • Commercial endorsement  application through the RYA.
  • Sea survival certificate

Note: If you hold STCW Basic Safety Training certificates then by sending in STCW plus 1-4 above

STCW upgrade to Master 200GT

If you hold all four  elements of the STCW Basic Safety training modules (Fire Fighting, Sea Survival, Elementary First Aid and PSSR) then you can apply for the STCW Master 200 endorsement. With an STCW endorsement your certificate of competence will be endorsed with the term “Master of Yachts 200GT”. With the STCW endorsement  your qualification allows you to skipper a UK registered vessel upto 200GT, which could be larger than 24m.

How long does commercial endorsement last?

All commercial endorsements are  required to be renewed every five years . To renew your commercial endorsement please use this link . You will need to be in the possession of:

  • A valid ENG1 or ML5 medical certificate

What can I do with my Commercial Endorsement

Once you have commercially endorsed your RYA certificate, you are able to use the certificate commercially. The following describes what you can do with each certificate:

Powerboat level 2 – Allows you to work in Category 6 waters: within 3 miles from a nominated departure point(s) and never more than 3 miles from land, in favourable weather and daylight

Advanced Powerboat (with 12 months of relevant experience) – Allows you to work in Category 6 waters, within 3 miles from a nominated departure point(s) and never more than 3 miles from land, in favourable weather and daylight

Advanced Powerboat (with two years of relevent experience) – Allows you to work in Category 6 – 3 waters, up to 20 miles from a safe haven, day or night.

RYA Day Skipper Practical & Sail (Power or Sail): Allows you to work in Category 5 and 6 waters, within 20 miles from a nominated departure point in favourable weather and daylight.

RYA Yachtmaster Coastal : Allows you to work in Category 6 – 3 waters, ip to 20 miles from a safe haven, day or night.

RYA Yachtmaster Offshore : Allows you to work in Category 1 waters, up to 150 miles from a safe haven

The ability on completion of the 2 day course will be a self-sufficient power-boater in the right conditions, you will be aware of own limitations and choice of boat and engine size.

* Please note the RYA Powerboat Level 2 License is for vessels up to 10m (30ft), but if you only have experience on a vessel of around 5 – 7 metres then chartering a vessel larger than this will involve further training due to the manoeuvrability of the vessel.

The RYA Powerboat Level 2 course can be converted into the international equivalent (International Certificate of Competence – ICC) by simply filling out a form for the RYA that we can give you, plus joining their membership for the year.  This enables you to hire vessels in the Mediterranean.  You can read more about how to apply for the ICC online using this  ICC link on RYA website

The maximum you can have on a RYA Powerboat course is 3 people. If you would like to join a group of people then please contact us and we can arrange this. We run multiple courses weekly. This is a very popular course and these are run during the week and at weekends. We are open 7 days a week and all year round.

If you have the relevant experience to go for the RYA Direct Assessment to gain the Level 2 license, then this can be completed in a 1:1 half day.

You can make this 1 whole day if you think that you may need a little extra training in some areas.

COMMERCIAL ENDORSEMENT INFORMATION – 

If you want to work in a commercial environment and take up to 12 paying passengers to sea in a vessel of up to 24m then it is a legal requirement to hold an RYA/MCA certificate of competence with a commercial endorsement. That shows that you have undergone additional training, a practical examination and a medical fitness test to operate a commercial vessel. The level of endorsement you hold determines the categories of water you can operate in.

The RYA Level 2 Powerboat can be commercially endorsed to operate in Category 6 waters. This category is defined as within 3 miles of a nominated departure point, and never more than 3 miles from land, in favourable weather and daylight.

The RYA Advanced Powerboat (with exam) can be commercially endorsed to operate in Category 3 waters, once the holder has more than 2 years relevant experience. This category is defined as up to 20 miles from a safe haven.

For categories above this, the Yachtmaster Offshore can be endorsed to operate up to 150 miles from a safe haven and the Yachtmaster Ocean can be endorsed to operate worldwide.

Commercial vessels are also required to be surveyed and certified before being used commercially, and their size and level of equipment determines the category of water they can operate in, as well as the level of qualification and commercial endorsement held by the skipper.

You then need to complete this form for the Commercial Endorsement to send off to the RYA – RYA Commercial Endorsement Link Once you have completed all of the above Send the following items to: RYA Certification, RYA House, Ensign Way, Hamble, Hampshire SO31 4YA: Your original RYA Powerboat Level 2 certificate Your Professional Practices and Responsibilities certificate The RYA completed Commercial Endorsement Form Your original, completed ML5 medical fitness form (They can only accept the latest version of the ML5 form less than one year old) A copy of your RYA Sea Survival or STCW Personal Survival Techniques (PST) A copy of your RYA VHF Marine Radio License A passport sized photo with your name on the back The application fee stated on the Commercial Endorsement Form

Re-validating your commercial endorsement –  All commercial endorsements must be revalidated every five years by proving at least 150 days of actual sea service on appropriate vessels during the previous five years, and be in possession of a valid medical fitness certificate. If you are unable to prove the requisite sea service but are able to demonstrate that during at least half of the five year period you have been employed on duties closely associated with the management and operation of one or more of the appropriate types of vessels, you may have your certificate considered for revalidation.

The course focuses on low speed close quarters handling, man overboard recovery, an introduction to driving at planing speed, and collision regulations. You’ll learn how to safely helm and crew the boat as well as getting an introduction to marine navigation.

We aim to maximize the time you spend afloat and minimize the classroom time.

At low speed you will safely bring the boat alongside a pontoon and learn to turn the boat in a confined space as well as heading out into the Beauly/Inverness Firth to conduct the planing speed manoeuvres of S turns, U turns and figure of eight, picking up a buoy and the crucial skill of MOB recovery.

The Level 2 course is ideal for:

  • Those new to boating who want to develop their base skills and,
  • Those who have some experience but who want to develop their skills and ensure they are approaching their boating the right way.
  • Those looking to hire a boat abroad and who require an ICC.

No prior boating experience is necessary.

The course equally suits those new to boating and those who have been boating for years.

Most people take Level 2 and bypass Level 1.

You do not need to already have Level 1 before you take Level 2.

An International Certificate of Competence (ICC) is often considered as the international ‘boat driving licence’. It is usually required by countries/operators if you wish to use your own craft abroad or to charter one and we’re offering 10% off our June 2016 course dates. The RYA powerboat level 2 is the basic level course allowing you to rent a boat abroad once you have obtained your ICC boat handling license (International Certificate of Competence). You can find out more about the ICC  here

What class of ICC can I get?: Restricted Power (Coastal) – vessels up to 10m, Coastal – ICCs for vessels up to 10m are obtained via the Powerboat Scheme completing a minimum of the Level 2 course. Unrestricted Power (Coastal) – vessels up to 24m, Coastal (Own Boat Only) or for those having successfully completed the Advanced Powerboat RYA/MCA Certificate of Competence (note this is not the RYA Advanced course candidates must have passed the exam), or who hold an RYA Day Skipper Motor certificate. Inland – To obtain the ‘Inland endorsement’ you need to undertake an additional short online test – the ‘CEVNI’ test see  here  for more details.

Your ICC is valid for 5 years.

Applying for your first ICC: To obtain an ICC, you must complete an  ICC application form  in full and sign the declaration. You can download the  ICC application form  from the website or request a copy from the RYA Certification Department. This should be sent to the RYA Certification Department, together with:

  • a passport sized photograph (with your name on the reverse);
  • evidence that your  nationality does not preclude you  from being issued with an ICC by the RYA;
  • evidence of your competence (relevant sections of the application form have been signed to say you have passed the ICC assessment or the ICC CEVNI test or  photocopies of any certificates you are presenting as evidence ) are enclosed; and
  • payment (including the fast track fee if required)
  • Renewing an ICC
  • The ICC is valid for 5 years.

This course operates with a maximum of 3 students per instructor/vessel

About the project.

The Bureau of Refugees, Freedmen, and Abandoned Lands, often referred to as the Freedmen’s Bureau, was established on March 3, 1865. The duties of the Freedmen’s Bureau included supervision of all affairs relating to refugees, freedmen, and the custody of abandoned lands and property. These documents come from the Records of the Assistant Commissioner for the State of Virginia, Series 2: Endorsements Sent.

Additional resources are available on the  Freedmen's Bureau Instructions Page . Please help us transcribe these records to learn more about the lives of formerly enslaved men and women during the Reconstruction Era.

Endorsements sent are characteristics of 19th–century recordkeeping practices. A reply to an incoming letter was frequently written on the letter itself or on a specially prepared wrapper. The reply (known as an endorsement) was then copied into an endorsement book, and the endorsed letter was returned to the sender or forwarded to another office. Endorsement books usually contain a summary of the incoming letters and sometimes the text of previous endorsements that were written on the letter.

The 11 volumes of endorsements sent, June 1, 1865–May 3, 1869, are arranged chronologically. Each volume has a separately bound name index, except for volumes 1 and 2, which are bound with the volumes. The endorsements cover a diversity of subjects, including criminal cases involving freedmen, warrants and arrests for those sought on criminal charges, educational requirements, and reunions of separated members of former slave families. In addition, many endorsements refer to Bureau relations with civil authorities, the operation and maintenance of such Bureau institutions as schools and hospitals, the approval of transportation requisitions, and the rental of property for Bureau use.

Many of the entries are cross–referenced. Cross–references citing a volume and page number refer only to entries in the same volume. Cross–references with the volume and page number preceded by the letters "B," "EB," or "E&M" refer to entries in the other endorsement or memorandum books of this series. Cross–references to entries in the register of letters received include the symbol "LR" followed by a letter of the alphabet, an entry number, volume number, and year. Cross–references usually appear in the margin of the endorsement book page to the left of the pertinent entry.
