Purpose of the Position<br />

To manage, organise and arrange for the conduct of all racing and boating related events at<br />

<strong>Sandringham</strong> <strong>Yacht</strong> <strong>Club</strong>. This includes all events across our three core boating streams (keelboats,<br />

dinghy’s and recreational boating) as well as the delivery of all regattas hosted by SYC.<br />

Reports to:<br />

The Racing & Boating Events Manager (RBEM) will directly report to the Chief Executive Officer<br />

Additionally the RBEM will also be accountable to the 3 respective club captains – Sail<br />

(keelboats), Off The Beach (dinghy’s) and Recreational Boating, as this role will be responsible<br />

for the delivery of their racing and events calendar<br />

Supervisory Responsibilities<br />

The RBEM will manage a small team of full time staff who will act and carry out their instructions<br />

in the delivery of the club’s three core boating streams.<br />

The RBEM will be responsible for the co-ordination, recruitment, rostering, training, supervision<br />

and management of the volunteer Race Management Teams required to deliver the racing and<br />

events calendar.<br />

Working Hours & Days of Work<br />

This is a full time role and a normal working week will typically be Wednesday – Sunday. Additionally<br />

the RBEM will be required to attend sub-committee meetings which are held on mid week evenings.<br />

Events are also often held on public holidays and this will be a work requirement as well. A great<br />

deal of flexibility in regards to working hours is required.<br />

Qualifications & Experience:<br />

Mandatory Qualification: State Race Officer<br />

Preferred Qualification: National & or International Race Officer<br />

Experience: Experience in organising events with large numbers of volunteers<br />

Duties<br />

General<br />

The RBEM will be required to;<br />

- Administer the three core boating streams of SYC on behalf of the <strong>Club</strong> Captains and<br />

associated sub-committees, including organisation of all on-water yacht racing and events.<br />

- Manage and organise all activities and associated resources required to deliver our racing<br />

and events calendar.<br />

- Attend and participate in Sail, OTB and Recreational Boating sub-committee meetings,<br />

providing advice and assistance as the agenda dictates.

On Water<br />

The RBEM will ensure all racing is conducted in a manner that:<br />

- Reflects the professionalism of SYC;<br />

- Is to a standard representative of best practice;<br />

- Offers a high level of service to participants;<br />

- Ensures compliance with SYC’s obligations under ISAF, <strong>Yacht</strong>ing Australia Racing Rules,<br />

applicable state legislation and other regulatory requirements (eg Port of Melbourne<br />

regulations)<br />

- Ensures that SYC’s OH&S and risk management policies are followed for all on-water (and<br />

associated off-water) activities<br />

Off Water<br />

The RBEM will be responsible for:<br />

- The Preparation of the draft Summer and Winter programs for review by the Sail & OTB subcommittees;<br />

- Consultation with other <strong>Club</strong>s in Port Philip and YV when developing the programs;<br />

- Finalisation of those programs incorporating amendments as required by the Sail and OTB<br />

sub-committees;<br />

- Ongoing maintenance of the programs during the course of the season.<br />

- Assistance and mentoring of Race Management volunteers and aspirants<br />

- The preparation of all race documentation, including Notices of Race, Sailing Instructions<br />

(including supplements and/or amendments thereto) in a timely manner, and once<br />

approved by the applicable <strong>Club</strong> Captain, publish and distribute in a timely manner.<br />

- The collection of all race entries (including Series, Casual and Regatta), race entry fees, and<br />

the validation of such entries, including the administration, configuration and operation of<br />

the related software application(s).<br />

- The preparation of all race documentation (eg Day Sheets) for each sailing event conducted<br />

by SYC.<br />

- The preparation, calculation and prompt posting of race results on the SYC Web site and/or<br />

distribute as required (including publication in daily newspapers), including the<br />

administration, configuration and operation of the associated software application(s).<br />

- Publishing all relevant racing information to the SYC web site as required.

- Ensuring that all enquiries are responded to in a timely manner.<br />

- Ensuring that the SYC incident management procedures are followed, and that the <strong>Club</strong><br />

Captain(s) and relevant management personnel are promptly advised regarding on-water<br />

incidents, protests or anomalies in race results so that any remediation action can be taken<br />

promptly.<br />

- Ensuring that all <strong>Yacht</strong>ing Australia Racing Rules are met regarding protests, including<br />

arranging protest hearings, protest committees and updating results from protest outcomes.<br />

- Assisting Sail sub-committee to ensure participant compliance with safety requirements<br />

applicable to the race program, including administration of any safety check activity.<br />

- Working collaboratively with the <strong>Club</strong> Handicapper to review, allocate and maintain<br />

handicaps.<br />

Equipment and Resources<br />

The RBEM will;<br />

- Work collaboratively with club staff and volunteers to manage all equipment required in the<br />

conduct of all racing and event programs.<br />

- Work collaboratively with club staff and volunteers to ensure all club boats and equipment<br />

used for the purpose of race management and rescue fully comply with prescribed safety<br />

regulations and are fit for purpose.<br />

- Assist procedurally with ongoing maintenance program for all club-owned on water based<br />

assets (i.e. boats, marks, flags, documentation, portable radios, PFDs, etc.).<br />

- Set up standard operating procedures (SOPs) that address;<br />

<br />

The Race tower - open and close procedures, equipment check and liaising with the<br />

Facilities Manager on equipment incidents or maintenance<br />

<strong>Club</strong> Boats – open and close procedures<br />

Volunteers<br />

The RBEM will be responsible for;<br />

- The co-ordination, recruitment, rostering, training, supervision and management of the<br />

volunteer Race Management Teams required to deliver the racing and events calendar.-<br />

Ensuring on-water volunteers are adequately trained and/or qualified, including developing<br />

and maintaining an ongoing training program for volunteers.<br />

- Working with the training department in developing necessary training programmes to<br />

enhance the skills of volunteers in the various aspects of race management and<br />

administration.<br />

- Ensuring that adequate numbers of volunteers are available to assist with race management,<br />

including preparation and administration of the associated roster.<br />

- Training, supervising and allocating responsibilities for volunteers as they are required for<br />

the effective conduct of racing.

Other<br />

- Attend all boating sub-committee meetings (monthly). This includes administration of the<br />

committee’s ratified agenda, recording of minutes and general support as required by each<br />

individual committee. In addition the RBEM will be invited to present to General Committee<br />

meetings from time to time.<br />

- Liaise with other club Race Management teams in the areas of mutual interest.<br />

- Attend and play an important co-ordination role on club presentation nights not limited to<br />

assisting with the allocation, maintenance, preparation and presentation of trophies<br />

associated with SYC’s racing program.<br />

- Assist and deliver activities associated with any sponsorship of SYC’s racing programs.<br />

- Attend event related functions or presentations as required – welcome & closing functions,<br />

presentations, launches etc<br />

- Communicate in a timely fashion changes to SYC’s sailing program to SYC members.<br />

Key Performance Indicators:<br />

The RBEM will be responsible for providing kpis to the CEO and the 3 boating sub committees<br />

incorporating, but not limited too;<br />

- Levels of participation as per the club’s onwater pathways programme<br />

- Trends in participation<br />

- Monthly financials for each respective boating sub committee<br />

- Member satisfaction & feedback<br />

- Other KPIs as developed from time to time between the CEO, <strong>Club</strong> Captains and the RBEM.<br />

Skills and Competencies required:<br />

The RBEM will have;<br />

- Excellent people management skills that will ensure you are well placed to deal with our<br />

multitude of stakeholders on a day in day out basis<br />

- A common sense, co-operative approach when dealing with members in the coordination<br />

and running of boating events.<br />

- Excellent event and project management skills that will assist in the disciplined approach to<br />

programme ownership and delivery. As this is a multifaceted position, balancing and<br />

coordinating multiple stakeholders’ needs requires a very organised individual who<br />

possesses a highly professional and courteous manner.<br />

- Excellent knowledge of sailing rules, course setting, water safety and related race<br />

management matters<br />

- Attention to detail (correctness of documents wording and meaning).<br />

- Excellent verbal and written communication skills.<br />

- Competent with computers – Microsoft office, Top <strong>Yacht</strong> sailing data base, Member magic;<br />

The Mari El Republic is a federal subject of Russia (a republic). Its capital is the city of Yoshkar-Ola.

The republic is located in the eastern part of the East European Plain of Russia, along the Volga River. The swampy Mari Depression is located in the west of the republic. 57% of the republic's territory is covered by forests.

There are 476 rivers in the republic. Most of them are considered to be minor: 10–50 m wide and 0.5-1.4 m deep.

There are over two hundred lakes in the republic, most of them with an area less than 1 km² and depth of 1–3 m. Many lakes are located among swamps. Swamps cover large areas (10–70 km², up to 100 km²). Average depth of the swamps is .5-1.5 m (up to 3 m), but they are impassable in fall and spring due to flooding.

The territory of the republic is one of the more ecologically pure areas of the European part of Russiawith numerous lakes, rivers, and forests. As a result, it is a popular destination for tourists looking to enjoy nature. One of the most popular destinations is Marii Chodra national park in the Ilet valley, where visitors can enjoy various activities such as boating, horseback riding, fishing, and mushrooming. Another is the Bolshaya Kokshaga National Reserve, where visitors can walk through virgin forests and observe local wildlife.

  • 2. Yoshkar-Ola Today

Yoshkar-Ola, Russia is the capital of the Mari El Republic and the only city in Russia that begins with the letter “Y”. The region is sometimes called "Europe in the Heart of Russia" due to its many buildings which mimic the architecture of famous cities .

Yoshkar-Ola, whose name means “Red City” in the Mari language, is located on the Malaya Kokshaga River along two key embankments, Bruges and Amsterdam.

By decree of Ivan the Terrible, the city was founded in 1584 as a military fortress after the conquered peoples of the Kazan Khanate refused to submit to the new regime. The fortress served as the headquarters for locally stationed troops who were charged with maintaining order in the land. Thanks to the peace maintained in the region and the large number of artisans and merchants who were then serving in the military, the fortress steadily grew. The settlement became known as "Tsarev on Kokshaga" and was later named Tsarevokokshaisk.

Due to steady economic development and the natural concentration of the local population around the fortress, settlements began to spring up around it. Farmers cultivated the land, merchants established trade relations with other cities in Russia and artisans and architects beautified the city. For centuries, Tsarevokokshaysk continued to assert control over regional insurrectionists and to serve as a launching post for military campaigns sent to expand the borders of tsarist Russia.

18th-century Yoshkar-Ola was marked by industrial development and the construction of the first stone houses in the area, which began to replace the city’s primarily wooden structures. Despite such progress, by the dawn of the 20th century Yoshkar-Ola was still little more than a provincial town: it had few streets or buildings and its budget was derived almost exclusively from agricultural revenues.

After the Russian Revolution of 1917, the Communists renamed the city Krasnokokshaysk. In 1928, in accordance with Mari national identity, it was given the name Yoshkar-Ola and appointed capital of the Mari Autonomous Soviet Socialist Republic.

During World War II, several large factories were evacuated to Yoshkar-Ola, a decision which served as the catalyst for the city's major industrial development. The new factories in turn provided countless jobs that helped to establish Yoshkar-Ola as a largely successful and independent city during 20th-century Soviet rule.

Today, the city is best known as the political and cultural capital for Russia’s minority Finno-Ugric Mari people, where the dissolution of the Soviet Union precipitated a resurgence in Mari culture, religion and language. Yoshkar-Ola had a population of roughly 290 thousand inhabitants as of 2020 and was one of the few cities in the region where population growth and dynamic development continued to advance .

Visitors will be pleased to know that Yoshkar-Ola’s rich compilation of cultural and historical attractions are largely void of the crowds that Russia’s larger cities attract.

A great place to begin your city tour is the History of Yoshkar-Ola Museum, located in an old house which once belonged to a merchant by the name of Chulkov. Its nearly 24 thousand exhibits explore the region’s history and rural life. For a more mystifying experience, continue to the House of Merchant Pchelin, which is known for its secret rooms and underground passageways.

Teleport yourself to Moscow at Square of the Republic and the Blessed Virgin Mary, where Annunciation Tower, which is a copy of the Kremlin's Spasskaya Tower, gives the impression that you really are in the capital. The square is also home to other jewels of Yoshkar-Ola architecture, including Annunciation Cathedral, Italian Park, Sculpture of the Virgin Mary with the Christ Child and the largest fountain in the city, which is guarded by a towering sculpture of the Archangel Gabriel.

When the chilly Yoshkar-Ola weather permits, take a walk from Republic Square along Chavaina Boulevard, the longest pedestrian street in Yoshkar-Ola which is named after the first Mari author and playwright. Continue your stroll through gorgeous Patriarch's Square, best known for its entertaining Clock 12 Apostles Monument.

No visit to Yoshkar-Ola would be complete without a visit with the bronze Yoshkin Cat, the most beloved personality in the city. Although the statue was only unveiled in 2011, it represents an ancient character from Slavic mythology. Rumor has it that if you sit next to Yoshkin and voice a secret wish, it is bound to come true.
